Discussion: The July 2025 NAWHC First Monday Roundtable focused on proposed changes to HSA rules that affect access to employer-sponsored worksite clinics. Melissa Bartlett, SVP of Health Policy at ERIC, explained that a provision to eliminate mandatory copays for HSA holders using employer clinics was included in the House version of the Budget Reconciliation Bill but was cut from the Senate version due to cost and lack of political priority. While some HSA reforms—like permanent first-dollar coverage for telehealth—survived, the worksite clinic measure did not.
Participants voiced concern about the ongoing burden these copays place on employees, particularly blue-collar workers in high-deductible plans. Bartlett encouraged attendees to reframe the issue as one of patient access, rather than HSA technicalities, to gain broader support. She urged organizations to support the Fair Market Value Collaborative and submit data on clinic operations and outcomes to strengthen future legislative efforts.
